Employee Relations Leader - IBM - Tokyo

Summary
The ER/LR function has the responsibility to provide advice and counsel concerning the application of corporate policies and directions on employee and industrial relations situations. This Senior HR Manager role will be responsible for setting, leading and communicating the IBM Japan strategy for Employee and Labour Relations.
The Manager will be have responsibility for managing the thought leadership and strategy around IBM's interaction with labour organisations (including Unions). They must be proficient in advising and influencing strategic business decisions which impact our employment relationships, and effectively monitoring labour and political directions in order to effectively guide policy development relating to IBMJ employee relations.
Additionally, the IBMJ ER/LR Leader will be required to provide local leadership for IBM Japan Case Managers, who are handling the end to end management of complex employee situations, internal grievances, and disciplinary action procedures.
The ER/LR Leader will also be the key HR interface with internal and external Legal Counsel in the support of group and individual Labour oriented legal claims and disputes. As the ER/LR and Case Managers are involved in the practical support of such legal situations, the Leader will need to have a thorough understanding of the operation of legal and tribunal procedures.

Key deliverables in this role will include:
Establishing and controlling the strategy and relationship with the IBM Japan union, ensuring that IBM's business and labour relations objectives are met, within the required legal framework. The individual needs to be able to provide assessment of existing practices, and drive change in the current relationship to better support IBM's business objectives.
Strong engagement and collaboration with other HR functional leaders, in the design, implementation and communication of HR program initiatives, to ensure that employee impact and relationship assessments are part of the end to end process execution. Particularly, the ER/LR leader should have a strong understanding of compensation & benefits, workforce restructuring, labour contract flexibility and management, and performance management.
Providing HR leadership in crisis avoidance and management, including HR disaster management principles.
Ownership of basic ER/LR requirements in the Japan environment - including Employee Representative Elections, updating of Work Rules, Labour Bureau inspections and Audits, interactions with labour authorities as required.
An ability to engage and communicate effectively in both the local Japan environment and the IBM Corporate environment

Key Skills
Must have strong English communication capabilities. This role requires an ability to receive and communicate complex strategic information relating to IBM's corporate Employee and Labour Relations strategy.
Experience in conducting Collective Bargaining in the Japan union environment, or existing leadership of ER/LR professionals conducting this activity
Solid understanding of Japanese labour law is necessary. While we have the strong involvement of IBM and External Legal Counsel, the individual must have experience in dispute resolution jurisdictions and procedures.
Demonstrated project management experience - the Employee and Labour Relations team have carriage of complex project based deliverables, and the leader must be able to understand and execute on tasks, goals, dependencies and contingencies in order to achieve successful project outcomes.
I anticipate the individual would have a minimum of 10 years HR experience, if not more.
